White-throated Sparrows,
Zonotrichia albicollis, are migratory birds seen across much of North America except parts of the western United States. When I saw this one in March in Tennessee it was probably on the way to its breeding grounds in Canada.

They eat a wide variety of seeds, fruit, and insects. You will most often see them on the ground, scratching in leaf litter for insects.
